Template      D_RESTART_DIAGNOSTICS 

Synopsis             Restarts the diagnostic session. 

Return Value      Returns an integer value of zero if successful and a non-zero if an error occurred.  See also Section 7: Error Handling 

Description         This template causes the Diagnostician^TM to forget all the observation and measurement data from the previous sessions and clear all the conclusions based on that data.  The Diagnostic Knowledge Base used from the previous session is preserved.
